I.Introduction
In 2004, the city had made marked progresses in the field of science and technology. The total output value of the new and high technology industry reached 19.698 billion yuan, increased by 46.3% compared with that of the previous year, accounting for 19.02% of the city’s total industrial output value, increased by 3.11 %. The city has implemented 401 science and technology projects, including 42 state-level projects, 99 provincial-level projects and 260 city-level projects. The technology renovation has been fruitful with a total number of 156 important achievements, including 25 items winning provincial and municipal awards for science and technological achievement. In 2004, the city handled 523 patent applications and issued 318 patent certificates, 10 of which have won the seventh Shandong Province Patent Award. The technology innovation system has been improved continuously and 203 new and high technology enterprises have been ratified, including 3 at the state-level, 131 at the provincial-level and 69 at the city-level. The city has 94 private science and technology enterprises, 22 provincial-level research centers of engineering technology, 2 biotechnology industry bases under State Torch Initiative, 42 technology innovation bases combining application with research, 15 high-standard demonstration parks of high-standard agricultural science and technologies. By the end of the year, the city has 7 technology incubation bases, covering 300,000 square meters and 360 projects. The city has 841 technology trade institutions, with a total of 7381staff members. 599 technology trade contracts were sealed in the city, involving 184 million yuan.
II. New and High technology
In recent years, the city has made lots of breakthroughs in its new and high technology development by means of innovating traditional industries, fostering new industries and promoting new and high technology development zones. The output value of the new and high technology of the industrial enterprises reached 6.291 billion yuan, increased by 25.3% compared with that of the previous year, accounting for 11.81% of the total output of above-scale industries, increased by 2.91%. The innovating of the traditional industries goes smoothly, represented by Shantui, Lukang, Ruyi, Yingkelai, Linghua and Qufu Cable. About 5.5 billion yuan has been pumped into the technology innovation projects. Of the total, 2.365 billion yuan has been invested for innovating the traditional industries with new and high technologies, accounting for 45% of the whole investment. So far, 15% of the city’s main production equipments is up to the world’s advanced level, 33% up to the state advanced level. Linghua, Lukang and Ruyi have won the title of “China’s Famous Brand”. More than 150 kinds of products have been sold on the international market. In November 2004, the city was included on the list of Experimental Cities of the Computerization of Manufacturing Industry by Shandong Province, laying a good foundation for the city’s new industrialization path. The collective advantages of the four key categories, namely, IT, biotechnology, new materials, optical, mechanical and electronic integration have been put into full play. A batch of new and high technology projects, such as blue light diode, mono-crystal silicon chip, biological products and electro-mechanical products, have made great progress. The city has been constructing over 100 new and high technology projects, many of which have been put into production, such as the biological fuel project, with 1.58 billion yuan invested by Double-Nine Corp., the pottery and porcelain project, with 97 million US dollars invested by Far-east High Technology Industrial Park and the catalyst converter project. 16 projects are under construction, including Caesar-Lineng Biological Park with an investment of 1.15 billion yuan, Ruyi high-tech development park with an investment of 800 million yuan, Tongji University Science and Technology park with an investment of 450 million yuan and so on. Jining High-tech Development Zone has maintained a strong momentum of development. The total revenue from technology, engineering and trade the whole year reached 11.8 billion yuan, an increase of 51% compared with the same period of last year, and the financial revenue reached 497 million yuan, increased by 54.5%, among which the local financial revenue reached 300 million yuan, an increase of 50%. The main indexes of economic development have maintained an increase of 50% for five straight years. The city’s application for the province’s first “State-level Biotechnology Base” has been approved by China’s National Science and Technology Ministry and put into operation formally. Among all the new and high technology industries, the pharmaceutical industry, the electronic machines and equipments manufacturing industry, fermentation industry and vehicle-remodeling, have been the supporting ones. In recent years, the city has been actively attracting investments and intellectuals. A platform combining production with academy and research has been established. Jining High-tech Development Zone has set up the goal of “restarting a new undertaking”, going through the path of new industrialization, accelerating the new and high technology development.
III. Science and technology research achievements, patent and invention
Since 2000, the city has made 331 items of major scientific and technological achievements. These included 6 items up to the world’s advanced level and 295 the national level. The city has won a total of 272 items of science and technology awards at national, provincial and municipal level, among which 2 items have won the Prize of National Science and Technology Achievement Award. The realized sales revenue will hit 16 billion yuan with all the research results being put into practice and the realized tax revenue will reach 3 billion yuan. The city handled 861 items of patent application and implemented 90 items of patent technology projects. A batch of science and technology enterprises with independent intellectual property rights have been formed.
IV. Scientific research institutes.
The city has 20 state-owned scientific research institutes. The total assets reached 96.68 million yuan, with 37.94 million yuan of fixed assets. Of the two types, the institutes of technological development have all been transformed into entities which take responsibility for their own profits or losses. And the scientific research institutes for social benefits are non-profitable. The city also has over 140 science and technology intermediary services with 2500 jobholders, 500 million yuan of annual business return, creating 120 million tax revenue.
