Jining’s 10th Five-Year Plan of Economy and Social Development, drafted under the conditions of socialistic market economy, is the first important plan in the new century .It is also the starting plan for the implementation of the Three-Step Development Strategy. The new plan calls on the city to hold high the banner of Deng Xiaoping Theory, to insist on the guidance of the Important Thought of Three Represents of Jiang Zemin, and to fully carry out the spirit of the 15th Party Congress and the fifth plenum of the 15th Party Congress. The city should unwaveringly concentrate on economic development, invariably push the strategic restructuring of the economy, vigorously promote the innovation of science and technology, constantly improve the urban and rural people’s living standards. It will also make efforts to establish a rational socialism market economy, accelerate the industrialization, information technology, urbanization and economic globalization process, speed up the construction of the city and its satellite towns, and lay a solid foundation for realizing the comprehensive modernization.
1.The followings are the main goals of Jining’s 10th Five-year Plan.
he total economic volume . To maintain an average yearly GDP growth rate at 11% with the city’s GDP exceeding 100 billion yuan in 2005 and the average per capita GDP topping 12,000 yuan. The added value of the primary, secondary and tertiary industries reach 14.5 billion yuan, 46.5 billion yuan and 39 billion yuan respectively, an average yearly increase of 5%, 13% and 13% respectively.
2. Economic structure and efficiency.
To readjust the ratio among the primary, secondary and tertiary industries to 14.5:46.5:39 by 2005. To increase the percentage of the new and high tech to 20% of the industrial added value; to increase the percentage of the tourism revenue to 6% of the GDP; to increase the percentage of private businesses to 40% of the GDP; to increase the urbanization to 45%; to keep an average yearly local financial revenue growth rate at 12% with the city’s total local revenue reaching 4.9 billion yuan.
3. The fixed assets investment.
To invest 130 billion yuan into the fixed assets in five years with an average yearly increase of 13%, among which the average yearly increase of the state-owned new project construction and technology innovation will be 13% and 15% respectively; to maintain the investment rate at 30%; to arrange and construct 100 key projects.
4. Opening to the outside world.
To maintain the average yearly growth rate of foreign investment above 20%; the average yearly growth rate of export at 15% , with the manufactured goods over 85%.
5. Science, technology, education and social undertakings.
To increase the contribution rate of science and technology to about 52%; to raise the enrollment ratio for higher education to 13% by 2005; to control the natural birth growth rate within 0.5%; to increase the social securities coverage in urban areas to 100%; to control the registered unemployment rate in the urban areas below 4%; to make progress in other social undertakings such as culture, public health, sports, archives, media and so on.
6. People’s life.
To ensure that the average annual per capita disposable income of urban residents and the average annual per capita net income of rural residents reach 7400 yuan and 3570 yuan respectively, both with an average yearly increase of 6%; to increase the average per capita living space of urban and rural residents to 18 square meters and 30 square meters respectively; to increase the average per capita life span to the age of 74.
After achieving the goals of Jining’s 10th Five-Year Plan, with another five years’ efforts added, by 2010, Jining will basically realize modernization and obtain strong economic strength and great competitiveness. People shall enjoy higher living standard and remarkably improved environments.
